Keeping USB Power ON when computer is OFF

Hi everyone! I'm new at the whole modding BIOS thing, but I'm trying to learn! This is what I'm trying to achieve:

I want the USB power of my laptop to stay ON when the computer is OFF. This would allow for my Remote Control (MCE Remote) to stay on and thereby allow me to turn the computer on with the remote.

Is this possible with a BIOS mod upgrade?

My laptop is:
Toshiba Satellite L500-018
